APRIL 20, 2001

E.  MAURA LARKINS WAS TOLD NOT TO RETURN TO DISTRICT PROPERTY.

Maura Larkins was not allowed at a meeting in Dr. Donndelinger’s
office on April 20, 2001 of which she was the topic of discussion--while
she was sitting outside door waiting.

(It was later revealed that when Maura Larkins knocked on the
principal's door, there was a great scurrying behind the door, and
when Gretchen Donndelinger finally opened the door a few inches and
peeked out, a group of teachers was hiding behind the door, plastered
against the wall!)

At that meeting Karen Snyder said that the staff was afraid she might
have a gun (Exhibit 14, page 40).  Mr. Werlin left the fear hanging in the
air.

Mrs. Larkins was sent home without ever being allowed to speak, and
within a couple of hours was told she was on administrative leave
again.
"At that meeting Karen Snyder said that the staff was
afraid Maura Larkins might have a gun...Mr. Werlin left
the fear hanging in the air."

A POLICE PRESENCE WAS
ESTABLISHED AT CASTLE PARK
ELEMENTARY SCHOOL WHICH
CREATED AN IMPRESSION IN THE
COMMUNITY THAT PETITIONER
WAS DANGEROUS

Exhibit 14 page 44 shows an
intentional effort to
create hostile
environment by
making a show of
bringing police on
campus when Mrs.
Larkins was not even
going to be there, as if
they were afraid she
would come and do
something terrible.

MR. WERLIN used
the police to instill
physical fear in
Mrs. Larkins.
Page 7
...Mr. Werlin had  no
respect for the law,
yet was skillful at
manipulating the
police to increase his
personal power.

Richard Werlin and Libia Gil
abused their positions of public
trust, showing no concern for the
safety of those they was being
paid enormous amounts of
taxpayer dollars to protect.
Like Kathleen Elton, who made the
original false police report which
caused this cascading series of
events...
Maura Larkins' students
were lost with a series
of substitutes.

The first substitute had not even done
her student teaching, and the last
substitute had very little teaching
experience.

The principal intentionally chose
individuals she could control, who
could be expected to keep silent
about what was going on, even
though they knew very little about
teaching.

Maura Larkins was not allowed to
provide lesson plans, or even talk to
the substitutes, who skipped ahead
hundreds of pages,
giving the
children work they could not do, and
sending the work home for the
parents to teach.

These third-grade children suffered
both emotionally and academically.

And what did they learn about the
stability and fairness of those in
power?

What did they learn about American
Institutions of justice?

Perhaps the only lesson they learned
was of the hypocrisy of adults who
demand, on pain of punishment,
honesty and obedience to the law
from their students.
