ALJ biographical info
By trying harder to protect administrator Rick Werlin than to protect her own
client! She refused her client's pleas to reveal Werlin's many violations of law,
which included misdemeanors. Schulman didn't help anyone. Not only was
Schulman's client dismissed from employment, but Rick Werlin also lost his job.
3 Atty. Mark Bresee of Parham & Rajcic (now working at Orange County Office of Education), submitted a phony document, prepared by Rick Werlin, to OAH.

San Diego is not the only place where government shows contempt for the law:
Click "Links" on site map for story about how governments in Washington State love Judge Ottinger, but a state Commission on Judicial Conduct found improper conduct.
|
The judge at the Office of Administrative Hearings received a TWO-WEEK
SUSPENSION for his antics in the Maura Larkins case.
Why wasn't the illegal decision thrown out?
Because that would bring into question ALL THE DECISIONS MADE BY THAT
JUDGE.
Better to keep illegal decisions than to rock the boat is the philosophy of the
OAH under both Republican and Democratic administrations.
Office of Administrative
Hearings (OAH)
Months earlier, the true document had been submitted to PERB.
|
The unlawful February 2003 decision of ALJ James Ahler, Terry Olson, and Barbara Abeyta regarding Maura Larkins (and exhibits) are public records.
They may be viewed by the public by making a request to the Office of Administrative Hearings, Room 6022, 1350 Front Street, San Diego, 92101 (619) 525-4475
|
Do Americans have a right to petition for redress
of grievances?
Not according to Commission members Judge James Ahler, Terry Olson, and
Barbara Abeyta, who dismissed Maura Larkins specifically for filing grievances
and a lawsuit!
1 In the Larkins' case, Judge Ahler claimed that documents accepted into evidence and recorded in his own handwriting did not exist.
|
2 In the Janice Howes case, Judge Knopf claimed that documents that were never produced as evidence in the hearing, and which Judge Knopf and OAH attorney Margaret Farrow refused to produce in response to a subpoena,
did exist. If so, why not produce them?
|
It seems clear that OAH judges engaged in outright misrepresentation to give dishonest and abusive administrators such as Rick Werlin whatever they want.
It appears that OAH administrative judges are far less honest and respectful of the law than superior court judges. Where exactly do they find these OAH judges?
|
Where do all the documents go at OAH?
|
What is going on at the California Office of Administrative Hearings?
|
How did Attorney Elizabeth Schulman manage to lose the Maura Larkins case at OAH (Jan. 2003)?
|
An unfortunate aberration or typical procedure? It's
hard to know.
