pointed out to Jennefer Porch that there was no good reason to hide the

Did they have reason to believe they would be named after discovery took

When CVE Directors Monica Sorenson, Joyce Abrams and Barbara Dunwoodie
challenged Gina Boyd and Jim Groth for the presidency of CVE, it was not
because they wanted to end the corruption. They simply wanted to be in charge
of it.
Barbara Dunwoodie ran for President against Jim Groth, but gave tacit support
to CVE's illegal and criminal actions
CVE Board members have
kept their mouths tightly shut regarding violations of law, refusing to testify,
and have authorized efforts to smear their victim, thus aiding and abetting
crimes and misdemeanors.
Monica Sorenson resigned from CVE, but then ran for President against Gina
Boyd without criticizing CVE's illegal and criminal actions.
In some unions, candidates run against each other based on political differences.

Kathleen Fernandez offered the only choice to Chula Vista Elementary
teachers in the 2009 CVE election.
The results for three out of four positions were predetermined because there
was no opposition.
Kathleen Fernandez turned out to be a strong write-in candidate for Treasurer,
forcing a run-off. Her opponent Nancy Potts resigned before the voting ended
May 20, 2009. President Peg Myers has refused to make the results public until
September 2009, when it was revealed that two winners are not serving--the
winners for secretary and Area C director. When I tried to sort out the Area C
mystery, it appears that Peg Myers tried to get my blog shut down. Why is this
such a big deal? See CVE website

2009 is the first time Myers ran for this office, even though she's held the office
for two years since Jim Groth resigned to become a CTA director. Myers had no
opposition when she ran for vice-president in 2007. Obviously, CTA isn't the
CFT. California Teachers Association leaders tend to be anointed rather than
chosen democratically, while California Federation of Teachers leaders usually
endure a feisty election process.

Elementary School District commented
on how the budget cuts are affecting
her school. “As the budget has
dwindled, school supplies have gotten
cheaper and cheaper: the pencils won’t
sharpen, the dry erase markers stain
the whiteboards….We are not providing
the best, safest learning environment
for our children. We ‘make do’ and we
try to keep students interested and
involved in learning, but it’s hard to
convince students that education is
important when our state doesn’t seem
to value it at all.”

presented a brief overview of the Peer Assistance and Review program in the
District.
"Mr. Cunningham thanked Sunnyside teacher Allan Insko for his dedicated
service to all the students of Sunnyside, especially his daughters.
Board Highlights May 13, 2008
Mr. Cunningham announced that he met with CVE President Peggie Myers and
spoke on issues regarding the District, but he didn't say the discussion went
well. If she's hard to deal with, Mr. Cunningham, you should remind yourself
that you made her into what she is by your decisions regarding Castle Park
Elementary from 2001-2005.
The Maura Larkins Case
CVE violated its own collective
bargaining agreement and
bylaws in the Maura Larkins
case. It told Maura Larkins that
the superintendent had NO
OBLIGATION TO MEET WITH
HER, as required by the
contract, UNTIL AFTER she had
been transferred to a new
school.
Interestingly, three years after
Larkins was forced out of
Castle Park Elementary by CVE
President Gina Boyd and her
close friend teacher Robin
Donlan. Donlan herself was
transferred out of Castle Park
Elementary School by a
superintendent who met with
her first, as by required the
contract.
This caused CVE President Gina
Boyd to become apoplectic.
She and other members of the
self-styled "Castle Park Family"
whined to every reporter who
would listen, bemoaning the
breakup of a group of teachers
who cared more about
maintaining control over the
school than they cared about
students.
The Board of Directors of CVE,
in a show of hypocrisy, spent
teacher dues to go to
arbitration with the claim that
teacher Robin Donlan and her
friends SHOULD NOT HAVE
BEEN TRANSFERRED because
the superintendent, even
though he had personally met
with them before the transfer,
had not given an adequate
reason for the transfer. CVE
knew very well that the reason
for the transfer was that Robin
Donlan and her friends had
committed crimes and created
a dysfunctional school culture
that was interfering with the
education of children.
Chula Vista Educators has spent large sums of teacher dues to
keep documents and witnesses hidden in the Larkins case.
CVE's well-kept secrets involve criminal actions by teachers.
Larkins was taken out of Castle Park Elementary because
teachers--and the district--feared she would expose their crimes.
CVE claimed that CVE President Gina Boyd and her allies
(including current officers Peggie Myers and Monica Sorenson)
had a right to keep secret their actions regarding Maura Larkins.
Chula Vista teachers are lucky to have CVE, which "develops group opinion" for
them and "speaks with authority" for them.

teaching with Robin Donlan at Hilltop Elementary. (Perhaps it got too stressful
for Barbara keeping Robin's secrets while Robin presented herself to the media
and to other teachers as a aggrieved victim. Basically, keeping quiet (as
ordered to do by CTA lawyers) amounted to the same thing as lying. Perhaps
Barbara had enough of the lies.) Barbara's position was taken over months later

As a teacher for the Chula Vista Elementary School District who donates countless
hours to help public education, I am tired of all the misinformed letter writers who never
set foot in a public school to volunteer (“Minimizing education has its costs,” Letters,
July 16). If Marilyn Pluss did any kind of investigation into minimum days, she would
know that four days each week were lengthened by 15 minutes to accommodate for
that lost hour. Originally, teachers agreed decades ago to have one solid hour of prep
time instead of 15-minute increments each day. For decades now, prep time has been
taken away from teachers by administrators who spend that time conducting staff
meetings which often run long. I donate a minimum of unpaid 10 hours a week to
correcting papers or preparing lessons during my own personal time in order to
properly teach each week at a school where there are pay and benefit cuts and

Peg Myers lost her position on the
bargaining team when she was hired
by the clever Sandra Villegas-Zuniga,
who sat on the opposing side of the
bargaining table. Perhaps this move
was a win-win for the union and the
district.
I'm impressed by Sandra Villegas-Zuniga.
A few months ago Peg (now known as Margaret)
was (theoretically) opposing Assistant
Superintendent Sandra Villegas-Zuniga
during bargaining sessions. Suddenly
Peg started working in Sandra's office.

As of June 18, 2012 (at the latest) the CVE website
(http://www.chulavistaeducators.com) takes a visitor to some type of error page.
It's not surprising that CVE wouldn't want to broadcast this bizarre turn of events.

Email to Jena Ritchey,
CVE Elections Chairperson RE Election Violations
Thank you Ms. Ritchey for an additional opportunity to add to my challenge of the CVE
Presidential election. There are some additional facts and arguments that I would like to speak
to arising from the Rep. Council meeting of June 3, 2013, for which both you and I were
present. At that meeting Ms. Porch addressed my email calling for her resignation and
recommendation that my challenge be sustained so as to redo the election. My demand was
based upon Ms. Porch, as campaigning candidate and CVE President, using her office by way
of the "CVEpresident" email address to turn over my email, meant only for fellow CVE members
and marked as "Confidential Union Matter," to the Superintendent of the District with the words,
"Here you go! Jennefer." At the meeting of June 3, 2013, Ms. Porch read a prepared statement
to the council. I did not write down her exact words and I would ask that you obtain the
statement for the record and forward me a copy. But I believe it can be fairly stated that she
admitted what she did was wrong and I believe said something like that she "would never do it
again." I believe there was some additional comments addressing her relationship with the
Superintendent which I did not fully understand.
I believe the statement will further reveal that Ms. Porch never disputed that she was acting as
both candidate and CVE President at the time of forwarding the email to the Superintendent as I
assert in my request for resignation and approval of challenge. She did not dispute that she
violated her fiduciary duty to put the interests of the represented above her own. She did not
dispute that the Superintendent's resulting email to all certificated employees regarding my
email hurt my reputation during the election. She did not even dispute that such an effect was
her purpose. Despite reading from a prepared statement, Ms. Porch did not address her
purpose. She also did not state the nature of the conversation between her and the
Superintendent regarding me. She also did not state whether she had other communications
with the District regarding me. She has also not addressed these issues to me personally. I
believe it is the responsibility of the elections committee, which is charged with preserving a fair
election, to investigate these issues thoroughly. However, I also believe that Ms. Porch has lost
credibility as to these issues and that her admission of wrongdoing alone under these
circumstances is sufficient to sustain the challenge.
What Ms. Porch's mental state really was in forwarding the email is essentially impossible to
prove. I don't know what Ms. Porch is capable of. I would not have thought her capable of the
admitted wrongdoing. I have seen the good in Ms. Porch and understand why many would
rather summarily excuse her action rather than think ill of her. But it cannot be the responsibility
of a challenging party such as myself to prove Ms. Porch's mental state beyond doubt. The fact
is that it is very rare to discover the act of wrongdoing which has been admitted here. Ms. Porch
did not admit she did anything wrong until confronted with the evidence. And this evidence was
obtained only because of the District's inept ability to recognize what it was. This is the
"smoking gun" that one almost never obtains. Furthermore, no one need believe that Ms. Porch
presented the information to the Superintendent to affect the election to understand that the
appearance of a fair election cannot be established under these circumstances, and the only
remedy is to sustain the challenge. It is still my hope that Ms. Porch will realize that CVE cannot
move forward as a united union under these circumstances and request the CVE elections
committee to sustain the challenge.
Other issues to investigate would include whether anyone assisted Ms. Porch in her prepared
statement. It would be unfortunate if CTA continued to involve themselves in CVE's election by
assisting only one candidate. Further, it was mentioned by one of the representatives at the
council meeting of June 3, 2013, that "extra" ballots were provided to site representatives and
that she put those in with the envelope. This is evidence that "extra" ballots were available,
perhaps even in the envelopes submitted to CVE. I have provided evidence that Ms. Porch
accepted an unsealed envelope filled with ballots. I believe it would not be in keeping with the
spirit of the rules of a fair election to even take control of sealed envelopes filled with ballots. It
was most definitely a critical error to accept unsealed envelopes. To add to these facts that it
would be relatively easy to obtain blank ballots completely destroys the integrity of the election.
Imagine that I had taken control of unsealed envelopes during the election and had access to
blank extra ballots before the ballots were counted. Whether Ms. Porch or I could ever think of
changing ballots is not the point. It simply is not in the spirit of a fair election for ballots to ever
be handled in this way. The membership cannot have confidence in the election process given
these facts. And it is essential for all members, not just the majority, not just my supporters or
Ms. Porch's supporters, to have confidence in the election process. For this reason, this error
also alone is enough to sustain the challenge.

After years of assisting Peg Myers, Jim Groth and Dan Shinoff
to conceal wrongdoing at Castle Park Elementary, members of
the Castle Park Family (or, as in the case of Jena Ritchey, a
daughter of a member), became concerned about ethics.
Or perhaps it would be more correct to say that the political
wind just started to blow in a different direction:
I do applaud Manuel Yvellez, however, for having the courage to challenge the
corrupt hierarchy of CTA.
But Mr. Yvellez actually boasts of having worked at Stutz Artiano Shinoff & Holtz law
firm, which has worked behind the scenes with CTA to conceal events in schools,
including Castle Park Elementary, so he can hardly claim to be a breath of fresh air for
CVESD.
Interestingly, Mr. Yvellez leaves out the name of Shinoff when he refers to the
Stutz law firm, calling it "Stutz Gallagher and Artiano."
But Mr. Shinoff was a partner at the firm well before Mr. Yvellez was employed. I agree
that Mr. Gallagher gave the firm a more ethical aura, and Mr. Yvellez is correct that Mr.
Gallagher still allowed the firm to use his name at the time Mr. Yvellez was employed.
But how can Mr. Yvellez distance himself from Dan Shinoff when he is so closely
connected to individuals at Castle Park Elementary who helped Mr. Shinoff conceal
events at the school?

apologize for lapses in journalistic ethics; reveals that her

When I called out Susan Luzzaro
on April 15, 2014 for her biased
reporting about Common Core
testing in Chula Vista Elementary
School District, I had no idea how
seriously Ms. Luzzaro had
compromised her journalistic ethics.
I was shocked to read the following in an
April 19, 2014 article by Ms. Luzzaro:
"...Chula Vista Elementary’s public relations officer, Anthony Millican, followed up by
intimating it was unethical for me, as an author, not to have disclosed in the April 10
testing article that my daughter is a member of the Chula Vista Educator’s
bargaining team. Millican also stated in an April 18 email, “You should have got our
side of the issue in the first place.”...
Say what??? Susan Luzzaro's daughter is a member of the CVE bargaining
team?!?
I had no idea! What is going on, Susan Luzzaro??? How could you have concealed
that information from your readers when you were attacking CVESD?
(Sure enough, I checked the latest "bargaining update" on the
CVESD website, and found that Vanessa Luzzaro-Braito, who
seems to have suddenly changed her name to Vanessa Braito,
is listed as a member of the CVE team. I'm going to make a
wild guess that the reason for the name change is to conceal
the fact that she is Susan Luzzaro's daughter.
While I'm at it, I think I'll make another wild guess: I bet
Vanessa Luzzaro-Braito does not like Common Core. Do I have
any takers on that bet?)
I notice that Ms. Luzzaro expresses no remorse about her lapse. Instead, she seems
to be offended that Mr. Millican would "intimate" that her behavior was unethical. Ms.
Luzzaro seems to believe that it's okay for her to behave as she does, but it's not okay
for others to talk about it.
If she really believes that there's nothing wrong with her actions, then why is she upset
that people are discussing them?
Ms. Luzzaro's attitude, and certainly the attitude of the San Diego Reader, seems to be
expressed in the contemptuous headline of Susan's latest story: "Hey, Chula Vista
Elementary School District, test this".
Ms. Luzzzaro has made no effort as of April 22, 2014 to balance the reporting in her
April 10, 2014 story, "Standardized tests shunned by South Bay parents." After
reading the story, one might be forgiven for believing that ALL parents at CVESD
oppose the testing. Ms. Luzzaro does not appear to have made any effort to talk to
parents who approve of Common Core and the associated testing.
All this is causing me to wonder if Dorian
Hargrove's "mistake" in his story about me
was really a mistake. Mr. Hargrove
said that I had written a statement
about Stutz law firm that was, in fact,
written by an anonymous commenter
on my blog. I let Mr. Hargrove know about the error right away. When I asked him to
correct it, he refused to do so, saying, "It happens."

Excellent point, Marilyn. The superintendent gets raises but the teachers don't. Get your priorities straight, Pam and Larry, and you, too, Marissa, Douglas and Glendora.
Hey, CVESD, give the teachers more money--BUT DON'T BACK DOWN ON COMMON CORE.
Pay the teachers for effective performance, and then make sure they're delivering.
Neither the district nor the union seems to want reliable evaluations of teachers. Neither side is asking for more classroom observations.
Both sides are way too fond of school politics.
