On May 31 and June 1, 2010 before the Honorable Judge Michael Kirkman, Department 22 
held Preliminary Hearing for People of State of California vs Kathleen Sterling where 
discussion about Tri-City Healthcare District Board Member George Coulter took place 
before Deputy District Attorney Leon Schorr of the Public Integrity Unit under District 
Attorney Bonnie Dumanis, and as my representative, Public Defender Sherry Stone, placed 
on the record what was discussed with Judge Kirkman in his chambers.

Ms. Stone: Your Honor, the prosecution is calling George Coulter. He's one of the percipient 
witnesses to count one [Penal Code 86 - Felony] as well as count two [Government Code 
87100 - Misdemeanor - against my client]. . . . Mr. Coulter has a prior Misdemeanor 
Conviction for Penal Code 272 . . . . It's a crime of Moral Turpitude.

The Court: It was a Penal Code 272 matter, and then there was another matter, a Penal 
Code 484?

Ms. Stone: Yes, Penal Code 484 and Penal Code 459.

The Court: [The relevancy]". . . could be utilized for impeachment purposes of the witness... I 
understand that there is a subsequent matter that occured ... related to domestic violence 
that counsel wished to address? "

Ms. Stone: Yes, your Honor. How much detail would the Court like me to go into?

The Court: You'd indicated that there was a Domestic Violence related matter and that there 
was actually some contact, some physical violence; is that right?

Ms. Stone: That is correct. . . The TRO was granted [against Mr. Coulter]...

The Court: ... If, in fact, physical violence was involved, the matter would involve acts 
involving moral turpitude. It was domestic violence related, as I understand it. If that's all true 
-- and that is the offer of proof to the court -- then, I'm inclined to permit counsel to inquire. I 
understand this involves a witness that we'll likely hear from this afternoon.

Ms. Stone: Yes, your Honor.

The Court: That being the case, if, in fact, the defense has a witness that can testify to the 
event -- and there was concern regarding whether the witness was going to appear -- I'll ask 
that any discover related to that event be provided to Mr. Schorr. . .

Ms. Stone: I will also hand Mr. Schorr a statement by my investigator of an interview with the 
witness. My concern is this witness will not be appearing this afternoon because she's very 
afraid.

Mr. Coulter: I worked as a Psychiatric Technician at the Behavioral Health Unit at Tri City 
since 1983.. . . [lived here] about 1980, '81.

Ms. Stone: Is it Dr. Coulter, or is it Mr. Coulter?

Ms. Stone: Do you have a Ph. D sir?

Mr. Coulter: Yes, ma'am.

Ms. Stone: . . .[Mr. Coulter] Do you recall punching [her] -------- in the face? Do you recall 
locking her and her ten year-old daughter in the bathroom and not letting them out ? Do you 
recall dragging her into a car when she wouldn't get in? Did you ever own a shotgun? Did 
you ever take your shotgun out and say "I'will kill myself and everyone else? Do you recall 
telling her when she moved out, "you can hide but I'll always find you? Do you recall her 
obtaining a restraining order? Was it granted? [Coulter: yes]

During his tenure as an elected official to the Board of Directors, Mr. Coulter receives both 
an Unlawful Detainer and a Judgment for the amount of $7820.77, with the San Diego 
County Sheriffs Department removing Mr. Coulter from the premises.

Yet, Mr. Coulter left the Caritas Mobilehome park with a debt judgment, but purchased his 
current mobilhome a double-wide three bedroom, and Coulter is part owner of the 55+ 
Mobile Home Park located in Vista California..

TIMELINE OF EVENT

In November 2008, George William Coulter was elected to the Board of Directors of the Tri 
City Healthcare District. He claims to have a Doctorate degree in Clinical Psychology in 
cognitive development however he's been unable to produce a copy of his record, transcript, 
and / or copy of diploma showing proof of his education. A bench warrent was issued for Mr. 
Coulter when he failed to show up in court, only to have the Tri City board to authorize 
payment (at taxpayers expense) to hire Attorney Bob Ottilie to represent Mr. Coulter in the 
"subponea duces tecum" an order to produce documentation of his Ph.D before the court.  
Attorney Bob Ottilie previously represented RoseMarie Reno against Tri-City, as well as a 
local physician regarding staff privileges against Tri City Healthcare District. Typically 
Directors and Officers liability coverage does not include coverage for acts of fraud.

On May 3, 2010 the Caritas Affordable Housing Inc. dba Manor Mobile Home Park vs. 
George W. Coulter filed an unlawful detainer case number: 37-2010-00038302-CL-UD-NC 
According to the summons Mr. Coulter did not pay either the space and mobile home rental 
from 2009 to date of filing the unlawful detainer.

On June 4, 2010 Judgment by Default for possession only (included all unknowns) filed by 
Caritas;

On June 7, 2010 Judgment entered for Caritas, and Writ of Possession issued;
--
On August 3, 2010 Declarations in Support of Default Judgment (After Possession) by Court 
Civil Code of Procedures 585 (d) submitted by Caritas.

On August 23, 2010 Judgment by Default filed and entered by Court against George W. 
Coulter for total of $7820.77
