For the foregoing
reasons, we affirm the
district court's grant of
summary judgment to
the council defendants
on Julie Biggs' section
1983 action. We
reverse the district
court's decision
denying the council
defendants summary
judgment on Jerry and
Holly Biggs' section
1983 claims, and
remand with
instructions to grant the
council defendants'
motion for summary
judgment.

Larson in both cases.
