fired or demoted several years ago,
without explanation, it has appeared
that the board does not care what
parents think. Jill Galvez is a parent,
and she cares what parents think.

Vista Elementary School District have
fallen short of federal standards.


What does Patrick
Judd have to say about
educating students?

“We have a traditional
model for educating
children that’s been
around for 100-plus
years.”

Is Mr. Judd joking?

There never was a time when a single
method was used to teach children.

There have always been highly
creative and gifted teachers who paid
attention to each child’s needs.

Judd has again and again shown
hostility to this type of teacher; he
wants teachers to be as rigid as he is.

Maybe if Judd had respected this type
of teacher over the past sixteen years,
thousands of kids in Chula Vista would
have reached their full potential. JILL
GALVEZ already respects this type of
teacher. We don’t have time to wait
and see if Patrick Judd can show some
flexibility. We need a new board
member–NOW!
SEVEN HAPPY
CLOWNS RALLY

On October 5, 2004, in the hours
before the five members of the
Board of the Chula Vista Elementary
School District met together at the
district offices, seven brightly-
colored clowns danced, held up
signs, and waved to passing cars,
asking drivers to honk if they cared.

They did care. The honking went on
for hours. A small group of
interested parents, students and
citizens joined the SEVEN HAPPY
CLOWNS RALLY, as Maura Larkins
explained to them why she had
asked the clowns to come. “I want
people to know the truth about what
happened at Castle Park Elementary
School,” she said.

What happened with the five
teachers recently transferred from
Castle Park Elementary is the result
of problems which accumulated
over many years, due to the
negligence of former superintendent
Libia Gil.”

was the fact that the
SDUT refused to accept
an ad for the CVESD
school board race that
was designed exactly
like the ad it published
in the San Diego
mayor's contest.

¿Qué tipo de avisos le dan esos
abogados? ¿Ellos ofrecen usar el
sistema de
justicia de California para abusar a

esconder la verdad? ¡Ayude a los
pagadores de los impuestos, y
pórtese en una manera responsable!

de niños en Chula Vista hubieran

to use their money for
EDUCATION, NOT
LITIGATION!


Do you think that every day should be
Christmas for
lawyers?

Wouldn’t school money be better
spent on teachers and students to
whom the district owes a lawful debt?

If you can’t run a school district
without paying hundreds of
thousands of voter dollars to your
attorneys, maybe someone else
should do your job.

What kind of advice do those
attorneys give? Do they offer to use
the justice system of California to
abuse employees and cover-up the
truth? Give the taxpayers a break,
and start behaving in a fiscally
responsible manner!
¿Patrick Judd se lo dio
a si mismo el premio
“CUBE”?

Hay un total de 88,000 distritos
escolares en los Estados Unidos. ¡Qué
coincidencia que el Council of Urban
Boards of Education (“CUBE”) decidió
inventar un premio y darselo
a tres de sus 100 miembros.

¿Qué significa este premio?

¡Significa que instituciones privadas
que están recibiendo dinero de los

a Patrick Judd! Judd ha trabajado para

“collegiality” de la
Mesa Directiva Escolar!

¿Pero que quiere decir este
“collegiality” de que habla Sr. Judd?

Quiere decir que la Mesa Directiva ha
escondido sus diferencias, y no ha
permitido al público saber cuales son
las diferencias entre los miembros de la
mesa directiva. Diferencias importantes
existen entre Judd y los dos miembros
que respetan a profesores: Cheryl Cox
y Bertha López. La candidata Jill Galvez
también tiene las actitudes positivas de
los miembros más avanzada de la mesa,
Cox y López.

Distritos escolares que guardan
secretos no benefician a los pagadores
de impuestos ni a niños;
solamente benefician a funcionarios.

Ellos hacen acuerdos entre ellos: yo
voto para lo que tú quieras si tú votes
por lo que yo quiera.

¿Porqué no siempre votar por lo que es
mejor para los niños y para el público?


Probablemente Sr. Judd cree
verdaderamente en lo que hace, pero él
es tan rígido que es un obstáculo al
progreso de los niños del distrito.


Los cinco miembros de

son más inteligentes
que toda la población
de Chula Vista.

El proceso de hacer decisiones necesita
hacerce abierto a todos. Está bien no
siempre estar en acuerdo los miembros

mejores decisiones porque se puede
considerar más ideas! Necesitamos oír

“CUBE” AWARD?

Out of about 88,000 school districts
in the country, what a coincidence
that the tiny “CUBE” (Council of
Urban Boards of Education)
organization decided to invent an
award and give it to three of its 100
members.

What does this reward mean?

It means that for-profit institutions
are quite fond of Patrick Judd! Judd
works to keep dollars coming their
way, and they give him an award for
it.


Patrick Judd and his controlling
majority have also turned Chula Vista
Elementary School district into a
money-making machine for lawyers.


A short exploration of the CUBE
website (go to www.nsba.org and
click on CUBE in the middle of the
orange strip) makes one wonder
about the relationship between the
“Council of School Attorneys” and Mr.
Judd.


HAS THE CVESD
BOARD KEPT SERIOUS
PROBLEMS HIDDEN?


But as Thomas Jefferson said,
“Difference of opinion leads to
inquiry, and inquiry to truth.”




Judd says that having
even one member on
the board who
supports teacher
unions would destroy
the board’s
“collegiality.”


But what does “collegiality” mean?


In this case, it means that the current
board has agreed to hide its conflicts
from the voters. Important
differences exist between Judd and
the two board members who respect
teachers, Cheryl Cox and Bertha
Lopez. Judd's opponent, Jill Galvez,
would bring MORE collegiality to the
board because she shares the
positive attitudes of the board’s two
most forward-thinking members, Cox
and López.

School boards who keep secrets DO
NOT benefit taxpayers or children;
they only benefit incumbents.

They conduct trade-off diplomacy: I'll
vote for yours if you'll vote for mine,
and the public will never know what
our disagreements were.

Why not do the RIGHT THING EVERY
TIME??

Probably Mr. Judd genuinely believes
in what he is doing, but his rigidity is
an obstacle to progress in Chula Vista
Elementary School District.

The five-member
school board is
not smarter than all
the people of Chula
Vista put together.

The decision-making process needs
to become open to all. Does
disagreement result in worse
decisions? No! It results
in BETTER decisions because more
ideas are considered. We need to
hear from educators who DON’T
PLAY POLITICS!
