| Cheryl Cox, Patrick Judd, Pamela Smith, Bertha Lopez and Larry Cunningham, board members of CVESD, ARE RESPONSIBLE FOR ALL THE DECISIONS BY CVESD IN THIS CASE. IS THE PROBLEM INCOMPETENCE, CORRUPTION, OR A BIT OF EACH? Clearly, CVESD did not believe the SERIOUS-AS-LIFE-AND-DEATH allegations against Maura Larkins in 2001, or they would not have continually asked her to return to work without an investigation. But the district wanted Larkins to keep silent about problems at Castle Park Elementary. Every time Larkins complained that the clique of teachers who controlled the school was out of control, the district retaliated against her. Yet just three years later, the district admitted by its actions that Larkins was right: the district transferred five teachers out of the school. The school has now had eleven principals in eleven years. The same teachers now control the school from the outside: one of them, Peg Myers, is now president of Chula Vista Educators. Superintendent Lowell Billings would have been smarter to have nipped the problems in the bud back in 2001, when the clique committed crimes against Maura Larkins. |
