Young students to be beneficiaries of tutoring program

CHULA VISTA — Buoyed by a national grant, three local partners are on target to launch
a program next month to help Chula Vista school children learn how to read.

Chula Vista Serves, the city’s blueprint for mobilizing volunteers to help improve
education and health services, has teamed with the Chula Vista Elementary School
District and OASIS Tutoring to implement Third Grade Reads. The new program’s goal is
to provide teacher-selected students in kindergarten through third grade with two hours
of reading and writing tutoring per week to help them read at grade level.

The $40,000 grant from Cities of Service enabled the city of Chula Vista to recently hire a
part-time volunteer coordinator who will manage community outreach and volunteer
recruitment and assist with promoting Third Grade Reads.

Of the 30 cities nationwide that applied for a Third Grade Reads grant, Chula Vista was
one of eight to receive funds. The other seven recipients are Atlanta; Baltimore;
Charleston, S.C.; Cincinnati; Kansas City, Mo.; Orlando, Fla.; and Vicksburg, Miss. This is
the first time the grant was available.

Grants were awarded to cities whose mayors, like Chula Vista’s Cheryl Cox, participate in
Cities of Service. The bipartisan coalition was founded in 2009 by New York City Mayor
Michael Bloomberg and 16 other mayors committed to addressing their city’s critical
needs by leveraging the time and energy of public-spirited volunteers.

“A student’s ability to read proficiently by third grade is a proven marker of future success
in school, leading to graduation, career and college,” Cox said. “Chula Vista’s partnership
with Cities of Service has resulted in many positive outcomes, and the Third Grade
Reads program is yet another opportunity for mentors to have a positive impact on
younger students through the simple act of reading.”

Recruiting is under way for 100 volunteers. They will tutor at Cook, Los Altos, Rice, Rohr
and Vista Square elementary schools.
