Dear Ms. Crosier:
First of all, thank you for the partial response to my public records request. I'm glad to have
the documents you sent.
Quite a few important documents were missing. Specifically, the missing documents are the
billings/invoices from Stutz law firm for work on the Maura Larkins v. CVESD case for the
following dates:
The October 2002 billing for services rendered from Sept. 1 through 30, 2002;
The December 2002 billing for services rendered from Nov. 1 through 30, 2002;
The March 2003 billing for services rendered from Feb. 1 through Feb. 28, 2003;
The June 2003 billing for services rendered from May 1 through 31, 2003;
The October 2003 billing for services rendered from Sept. 1 through 30, 2003;
The November 2003 billing for services rendered from Oct. 1 through 31, 2003;
The February 2004 through January 2005 billings for services rendered from Jan. 1, 2004
through Dec. 31, 2004.
Pursuant to the California Public Records Act, Government Code § 6250, et seq., please provide me
with a copy of the following public records:
1. The billings/invoices from Stutz law firm for work on the Maura Larkins v. CVESD case for the
following dates:
The October 2002 billing for services rendered from Sept. 1 through 30, 2002;
The December 2002 billing for services rendered from Nov. 1 through 30, 2002;
The March 2003 billing for services rendered from Feb. 1 through Feb. 28, 2003;
The June 2003 billing for services rendered from May 1 through 31, 2003;
The October 2003 billing for services rendered from Sept. 1 through 30, 2003;
The November 2003 billing for services rendered from Oct. 1 through 31, 2003;
The February 2004 through January 2005 billings for services rendered from Jan. 1, 2004 through
Dec. 31, 2004.
2. Any and all documents, including, but not limited to, invoices, account statements, receipts, and
billings records, relating to all legal work performed by the law firm Stutz Artiano Shinoff &
Holtz on behalf of Chula Vista Elementary School District and its Board of Trustees, from
January 1, 2005 to January 1, 2006, relating to tort claims and/or lawsuits filed by Maura Larkins.
3. Any and all documents, including, but not limited to, invoices, account statements, receipts, and
billings records, relating to all legal work performed by the law firm Stutz Artiano Shinoff & Holtz on
behalf of Chula Vista Elementary School District and its Board of Trustees, from October 4, 2001
through February 28, 2002, relating to tort claims and/or lawsuits filed by Maura Larkins.

Relative to the below request:
1. The October 2002 billing for services rendered from Sept. 1 through 30, 2002 - if this was not
included in the prior response I will forward a copy by mail. This invoice is dated Oct. 11, 2002
The December 2002 billing for services rendered from Nov. 1 through 30, 2002 - these charges are
included in the January 23, 2003 invoice from the Stutz firm - the invoice face sheet was provided to
you previously.
The March 2003 billing for services rendered from Feb. 1 through Feb. 28, 2003 - these charges
were included in the April 25, 2003 invoice covering services from 2-1-03 through 3-31-03. This
invoice face sheet was provided to you previously
June 2003 billing for services rendered from May 1, through 31, 2003 - these charges were
covered under the June 17, 2003 invoice - if this was not provided to you previously I will mail you a
copy. These charges were included on the 6-17-02 invoice.
October 2003 billing for services rendered for Sept. 1 through 30, 2003 - we have no documents
responsive to this request
November 2003 billing for services rendered from Oct. 1 through 31, 2003 was covered under the
12-9-03 invoice, the face sheet was provided to you previously.
February 2004 through January 2005 billings for services rendered from January 1, 2004 through
Dec. 31, 2004 - we have no documents responsive to this request.
2. Invoices for the Stutz firm relative to work done for Chula Vista Elementary School District from
January 1, 2005 through January 1, 2006 - we have no documents responsive to this request
3. Documents relative to work done by the Stutz firm for Chula Vista Elementary School District
from October 4, 2001 through Feb. 28, 2002 - we have no documents responsive to this request.

Education Reform Report
In 2010 the San Diego Union Tribune is having trouble getting a response to
its public records requests from San Diego County Office of Education.
The author of this website has also made requests for invoices for payments
to SDCOE's favored law firm, Stutz, Artiano, Shinoff & Holtz, with varying
success. See links to invoices in right column.
SDCOE in 2008 failed to produce a total of 17 months' worth of invoices
from the years 2002, 2003, and 2004: October and December 2002, March,
June, October and November 2003, and 11 months in 2004 (only January
was produced).
SDCOE refused to produce any invoices at all from 2005.
