Sweetwater, Bonny Garcia, Daniel Shinoff and Ed Brand worked together for years. What is going on in the minds of the school board members? Bonny Garcia and Dan Shinoff also worked for the Otay Water District at the height of its corruption. (Some people say it's improved a bit, but rates are rising.
